This programme covers priority issues within the fields of Pollution and Waste, Biodiversity and Conservation, and Environmental Governance. Beneficiaries of the programme are national, provincial or local governments, municipalities, institutions and research organizations, non-governmental organizations, community-based organizations and the general public in both countries.
The overall goal is to promote sustainable development by protecting and conserving natural resources, safeguarding the environment from pollution and enhancing the quality of the environment. South African-Norwegian Environmental co-operation should contribute to meeting the Millennium Development Goals and the Johannesburg Plan of Implementation targets.
The Programme is designed to support South African authorities in effectively implementing mandates for environmental management as regards biodiversity, pollution and waste. It is aiming towards a long-term and sustained environmental co-operation between Norway and South Africa through close institutional co-operation, and it should foster efficient and effective co-operation between South Africa and sub-regional, regional and global partners.
Among the important outputs are improved institutional capacity, robust environmental management structures, prioritized strategies to meet environmental objectives and effective intergovernmental co-operation. The Programme will contribute to the development of a system for Air Quality Management, and it will support the implementation of a national system of managing biodiversity and conservation.
